One package, three formats
The AI-SAF package is published whole, as DOCX and as PDF; the five documents are not published as separate files. Three formats, three audiences: the PDF to read, the DOCX to build upon — CC BY 4.0 grants adaptation, and an editable source is what makes that grant practical — and the rubric JSON to compute with, so a score can be reproduced independently of this site.
The same three files, tagged by version, are in the framework's public repository — which is where to go for what a download cannot carry: what changed between revisions as diffs rather than prose, and a stable reference for the exact bytes an assessment was performed against.

- Document 1 · The Framework — theory, methodology, terminology, and the merged glossary.
- Document 2 · AI-SAF-C Field Guide (business) — nine pillars with scoring rubrics, the BNP Paribas worked example with an ING calibration check, and the crosswalk to NIST AI RMF, ISO/IEC 42001, and GAIA-X.
- Document 3 · AI-SAF-N Field Guide (national) — eight pillars with scoring rubrics, the four modifiers, worked examples for Bulgaria, France, and the UAE, and the INSAIT/BgGPT case study.
- Document 4 · State of Play — the dated market snapshot (models, clouds, chips, manufacturing, software), separated from the rubrics so it can be refreshed each revision without touching the scoring.
- Document 5 · Evidence Base — sovereignty incidents and sources, 2024–2026, updated to August 2026.
