China rare-earth enforcement wave (June – July 2026) [Added v0.7.1]
Claim
Despite the November 2025 pause, enforcement stayed active through 2026. On 22 June 2026 MOFCOM placed 10 US companies under new export restrictions; by 24 July it had blocked dual-use shipments to 14 EU firms. Announcement No. 26 (24 June 2026) formalised the handling of violations involving strategic-mineral dual-use controls. Two Japanese nationals were detained in Dalian (May 2026) over alleged rare-earth-related smuggling — among the first foreign-national detentions tied to these controls. The IEA warned that full enforcement could put $6.5 trillion of downstream production at risk.
