EU Technological Sovereignty Package: CADA and Chips Act 2.0 (3 June 2026) [Added v0.7.1]
Claim
On 3 June 2026 the European Commission adopted the Cloud and AI Development Act proposal (COM(2026) 502) and the Chips Act 2.0 proposal (COM(2026) 504). CADA aims to triple EU data-centre capacity within five to seven years, creates data-centre acceleration zones, and establishes a Cloud Sovereignty Framework grading cloud services on four assurance levels — from EU data location (level 1) to full supply-chain control free of third-country interference (level 4) — applicable to public-sector procurement. Chips Act 2.0 targets permitting within 12 months, investment conditions, and “Grand Challenges” including AI chips; the European Court of Auditors projects the EU at ~11.7% of the global chip value chain by 2030 versus the 20% target. Both proposals are in trilogue.
